@flat night You really shouldn't be checking the config on a player move event. That event is fired 6 times per second AT LEAST, PER PLAYER. Meaning you might be making 200+ I/O calls to the config per second and you will literally kill a server.
You should load the list on the server start and then just check the list.

do a course on basic java, then go through the tutorials on spigotmc's wiki. That'll show you how to make a basic plugin, that for example simply outputs a string to console when enabled. The rest you'll learn via trial and error, open source projects, tutorials, etc. Once you've learnt the basics, I recommend making yourself some challenges to have a goal to work towards

Cause basically, SyncChunkLoad is excessive because a plugin (or plugins) need to perform an action that requires loading a specific chunk. So, the server has to temp halt whatever it's doing to load that chunk, and can then go back to doing whatever it was doing beforehand
If Paper 1.14 has Async Chunk Generation (like 1.13), you can pre generate the world with WorldBorder. Since ungenerated chunks (after load) will be done sync. Optionally, if you're using plain Spigot, integrating the methods from https://github.com/PaperMC/PaperLib, assuming you're the plugin dev can be used to replace what's needed

@drifting thistle in theory you can use //sel poly and select multiple points in a radius, otherwise you can only produce circles with /cs build and //hcyl (hollow circle) + //cyl (filled circle)
