As far as I know all of the per world texture pack plugins are either severely outdated or removed. Someone may be able to take Bukkit’s source code for sending texturepacks to do something like this, but until then as far as I know there is no plugin. Most servers have multiple linked together (Bukkit has a texture pack option but it is per server, not per world)

Assuming it's a Bungeecord server, you need to enable ip_forwarding in the Bungeecord config.yml, set online_mode to true in the Bungeecord config.yml aswell and set the bungeecord option in Spigot.yml to true. This ensures a proper secure network. Keep in mind if any of these values aren't true (which they probably are) it will reset data, as it will use the online mode UUID of players rather than generated ones.(edited)
Users can grant access like this when these values aren't configured right, which in this case they did.

May I ask for some tips of advertising? I am aware at my current stage, server-lists are the best way to go and wait for small amounts of growth - since I can't exactly offer the thousands of dollars bigger servers bid for premium spots (minecraft-mp's top spot was bid for $15,000 WTH)

@rigid tangle get an invite manager bot, add invite rewards for keys, ranks, buycraft coupons and beta access. Get some person to make a giveaway for $15 buycraft for your server on their discord server (like one of the big giveaway servers), make the requirement be to join yours
ez 100-200 discord members, get all of them to invite like 5+ players, and make the top inviter get $15 paypal cash.
then that leaves you with like 750-1000 members if most of them got 5 people minimum
