He opened a pp dispute and they sided with him. Pure bullshit considering the fact that the Paypal employee fails to understand the simple knowledge of how renting works, especially renting servers.

considering what google is though, I'd imagine that turning off tracking on a singular account wouldn't do much good. Google would be tracking other accounts related to you, and even though you've explicitly told them not to track you, they can build an image of you from the "anonymous" data that doesn't quite fit anywhere else.
