Bungeecord handles the MOTD of a server, spigot doesn't. PlaceholderAPI only works with spigot. If a player pings a bungee server, the bungee plugin would send a packet to the spigot server with the users IP and the spigot plugin would respond with the correct MOTD.
The thing is
The thing is, the bungeecord MOTD can't be modified. It can only be changed in the reply of the ping packet.
So the request to the spigot plugin has to be instant. (wich isn't)
