If you're intending to do lots of players on at once with lots of plugins and action, probably a i7 7700k or higher, or a xeon processor of the equivalent

No mods, pure vanilla tbh anything that you will find on a dedi will work

If 200 people are on at once you want a server that's in the general location of most of the player base e.g us.

That's pretty cheap in my own opinion, with only listing some of the information that comes with that deal.

The issues with going with out of the country is that it may not be the best if your located in the North America area, or if players will be.
