so if i type /promote aequotis, click builder in the DM GUI, it does the following:

-> Sends webhook to server-logs channel in discord

If arg-1 is online:
-> Send an announcement of their promotion
-> Send the player a message with details about their rank, available tools, etc

If arg-1 is not online:
-> Send the above when they next join

#

the details message also takes the place of the MOTD on-join too if they were accepted while offline
