I figured out what transference control skill is for in lagrange: for those of us who have too many skill points and we sick of looking at them. Thanks guys

Is there a way we can delete that skill and refund everyone's skill points?
That way there won't be any confusion moving forward, more people are going to be spending sp on that skill thinking that it works properly

As I said above - its pending some additional work - doing that would take just as much work.
You can reset it if you need the SP immediately.
