Ill lead with a few opinions, first of all in a game with depth like this; I believe isolating aspects of the game is bad for the overall feel of the game. That being said there's a lot of reasons to still do so for bases. Providing options to solve problems, is also key to player experience. Where am I going with this? Well, this game is one of a kind and I hope we can preserve everything that makes it one of a kind. In this idea, I will give my take on a system that preserves originality, gives options on multiple levels of assault and defense, and does not isolate bases from the player combat experience.
Its a rough idea at the moment but, essentially; the assault/siege system would aim to be tied up with the claim system in a way that puts stress on keeping your own systems if you claim alot of bases to be 'declared' alongside the 'subsumed' base. Subsuming a base will create a tentative subspace tunnel, in which PvPvAI will take place. Aveska swarm the place but your goal is to kill the defending teams players, conversely their goal is to take out the bases that have been subsumed. Killing the defending teams players adds to the progress of the tunnel coalescing and will reduce the timer (to punish uncoordinated defense). If the time runs out, and the subsumed base has not been destroyed; the tunnel will funnel the declared and subsumed bases/base into the system under siege. Only one base can be subsumed but others can be declared to follow, at the expense of fusion cells to the point that certainty of success will bankrupt the assaulting gals fusion cells, requiring some team resource sharing of fusion cells to support a solid assault maybe?
TLDR Below, sorry i could only make it so short...

your tldr uses a bunch of made up words that make it impossible to know what you are talking about without reading the whole thing, negating the tldr.
