In classic Wave 21 starts with 2 stacks of indomitable, whereas in 2v2(as well as sandbox) it starts with 0

you can type wave 23 and it should be the same as wave 21 in classic. I believe you have to start/clear it once though since its kinda hardcoded to not have stacks. You can check if it has the correct stacks by clicking on the creeps and checking the buff bar
