#game doesn't look smooth in windowed borderless after windows reset

i have done a windows reset (keep personal files) and after reinstalling TM from steam again the game doesn't look smooth in borderless, but on fullscreen it's completely fine. i've been using borderless for 4 years now. i could start playing on fullscreen, but if there's a fix. i'd really appreciate it.

Have you tried changing anything in the performance settings?

And what is the hertz of your pc?

Maybe i know how to fix this problem
