Is it intended that TMGL players and TMCL players should/can play in regional tournaments as well to gather points for the global point system. If so, do teams like pac/carljr and mudda/soulja compete in the region their org is based in, disregarding the rule that you can only play regional tournaments in a region you are a resident in?

Yes, Pac/CarlJr and Mudda/Soulja are counted as EU Teams.
