It's having a similar issue like my old pc had, the same monitors freezing but no buzzing, they just freeze up and i learned to do the cntrl+win key+shift+b to fix it, but it still frightens me as i had all those issues w my older pc T-T

Idk if there is a solution but I was going through similar trouble, i basically landed on DDU removing the drivers, then installing older ones, and when the screw ups would pile up I would update and get to do the whole thing over. My ram died earlier this month so idk if it would have continued that way or stabilized on the 26.whatever driver is out, a hard restart can clear up a lot of issues, hold shift then click restart let windows boot to repair mode and just reboot, would be my first recommendation.

I do that same when amd software doesn't work uninstall everything . Use ddu to uninstall GPU drivers and best thing to do it in safe mode and without internet connection
Another suggestion that worked with this is before doing this install the latest amd adrenaline version for ur gpu so I can install it after safe mode without internet connection
