The node notification started happening when I close and around the time I installed some elgato stuff and I thought I fixed the security thing but it started up again

Did you install streamdeck? Node20.exe is a part of it and can have problems closing properly, usually related to plugins with streamdeck.

You could go to C:\Program Files\Elgato\StreamDeck\node and rename node20.exe to something like node20broken.exe, then restart streamdeck and see what plugins fail.
