The best answers to a pesky Cypher are all teamplay-based. Shotcalls. What is your elo? I tend to think it's not the best idea to give macro advice to players rated gold and below, because at this stage it is my opinion that the mechanical aspect of the game should be your only focus. In any case, the general idea is to avoid him entirely. If you happen to know which site he's holding (in a lot of cases it's pretty obvious, either because the map is so much better for him on one side rather than the other ; or because he's been sitting on the same side since the beginning of the game), you need to be vocal with your team and direct them towards the other site. Both during buy phase and throughout the round. The best fight against a Cypher you'll ever find, is a fight away from his util setups. Force him to move around, make stuff happen where he isn't. And then, maybe, in the middle of the round, if you find yourself stuck against the rest of his team, that's when you call a rotate towards the Cypher site. Hitting him off of a rotate is a million times easier: it's the middle of the round, maybe some of his allies are dead, maybe he's got more angles and chokepoints to worry about, maybe you did manage to pull him away so if it does come to running through tripwires he won't be there to get the free kills. So on so forth.
The biggest step to take is to start every round with a plan. Doesnt need to be some 1000 IQ plan. Doesn't even need to be all that different from round to round. All you need is to pull your team away from the streamlined soloqueue attack mindset of "oh, everybody grouped towards A during buy phase, then... I guess we're hitting A" with everyone on autopilot.
