Maybe you are just focusing on aiming in the direction the enemy is moving too much and you get shaky? More details would help us help you, but since you said it's when on target that's all I can think of.

I have a similar problem, my flicks are usually on point, but when I’m about to shoot my crosshair slightly moves so I miss the shot. I think it’s a shaky aim too. I read somewhere to play more to fix it…
