I am probably the farthest possible person from a worthy smooth tracker, but it's to my understanding and experience that you should always relax your hand as much as you reliably can while aiming.
Of course, that's not always consistently possible (i.e. when flicking).

Obviously, flicking (and thus tensing your hand) as fast as possible when target switching would theoretically produce the best result, but it's far easier said than done so I notice people have much more consistent results in target switching when going at a smooth and steady pace.

Gripping your mouse too tightly limits your microadjustments. Also you don't always tighten your grip at the same pressure unlike when relaxed normally, so aiming will be inconsistent.
