||You need to remember that the whole nation can't change their mindset that fast, most people were expecting for Vina to become the Queen after the war. The need for royalty from the people is still strong. The same for the dukes, they still have real power within their territories. Even the reason of stealing the crown was from a pro-royalist to encourage Vina to take the crown. The parliament was still there even before the war, the only thing that changed is that the King no longer has real power, but for a "new" government to bend the rules just after being installed would be kinda dumb||
One way to do it would be what the Witch King did... But then he was remember as a tyrant after the extreme ways to deal with the opposition

Out of all of the victorian armies in the main story, all of them are affiliated with a duke
with the exception of the exemplars if u can even count that
this is the sole reason why wellington and caster gets away with all the shit that they do
because it's a tentative alliance between the dukes that keeps victoria from getting picked apart by their neighbors
||the only way the reforms ur talking about would work would be vina taking the crown and essentially launching a coup vs the existing leadership, but she's unwilling to do that because she doesn't want to go back to old traditions and because she isnt willing to start another war right after the last one||
||also the old king straight up got lynched for trying to increase taxes on the dukes so pretty sure your reforms would go over even worse||
