unless a unit is just completely unusable at baseline but super broken with a single dupe at most

I rolled c2 kazu and raiden, and c1 Tao. Tao is more or a qol, but early on it was good. Now her team is double hydro doing the heavy lifting. C1 not even necessary. Kazu c2 is a em buff but kinda overrated. Still a upgrade for childe team but that team fell off. as for raiden, fountaine DPS does her c2 lvl of damage at c0 R1. But the burst damage of cos did it's work
