Saya's damage is fairly irrelevant. Mostly there to keep the increased damage taken debuff rolling at max stacks. Not sure if the damage she deals ever makes a difference with getting the boss's gauge to 0% faster.

I haven't paid full attention to debuff uptime but I assume both work fine
c.saya would probably be higher harpoon phase damage due to having crit damage sub skill compared to regular having crit chance though you don't get the guaranteed crit in phase 2
I've thought about swapping to c.saya but the burst phase hasn't really been an issue for me at least
