#Can’t reset my pc

I would generally avoid using the built in reset function in favor of a clean install, unless you have specific reasons not to do a clean install
But I’m inexperienced at other forms so Is there a way to fix if I know my stuff for my pc
my concern is that the built in reset function can cause issues or exacerbate existing ones

for a clean install you do need some kind of external media
no one you can borrow a USB from?
while my primary suggestion would be to try and source a USB, you can try the usual windows troubleshooting like DISM and SFC to see if that makes any different on the built in reset
This utility scans the system for corruption in the system files which may be responsible for irregular operating system behaviour. For more information, check this page (written by Microsoft).
Use DISM /Online /Cleanup-Image /RestoreHealth if SFC fails to properly fix the problem.
