I don't think Xbox controllers support wired connections to send signals. At least the newer ones. They only can charge that way

There is no downloading
If you said you don't have Bluetooth on your PC you mean there is no wifi/Bluetooth card on your PC correct? The only way to get Bluetooth then would be to buy one that fits into a USB port.

That cable is for Ethernet it's internet only that doesn't support Bluetooth

Yeah it does but just note that the signal distance will be a lot shorter and won't work as well if you have a very noisy environment
