I tried to access recovery options by like shutdown my PC multiple times when see window loho. But didn't work

I doubt it can, if you're super lucky with the Windows USB you can attempt an automatic startup repair.

Most of the time you need to reinstall Windows, if there are sensitive files you'll need to extract them first or hope the installer wraps all your stuff into a Windows.old folder.

If you've already made a recovery drive in the past, you can try to boot into it and install Windows

they're a bit limited from the looks of it and will delete your stuff
