I store a lot of projects and important stuff in my drive. After the power went out tonight I came back to see my drive was as it was 1 month ago. Prior to one month ago I still used the PC but I had linux. I also migrated around a month ago. Everything on my C drive seems intact. I have tried disk drill and it doesn't seem to be able to find the files either, aside from a "Lost" folder that has hundreds of thousands of items. I did see a weird issue before it got reset that might be related, with Minecraft, where I'd try to boot it up, but it would say that "D:/minecraft/game/mods" didn't exist while I could clearly see that it did on the explorer, and when moving it to the C drive it fixed itself.

the disk is ext4 but that hasn't been an issue for a while
when trying to run a program I just put into the disk it said "it couldn't find the specified path
this is a filesystem level issue
Shouldn't have used an ext4 formatted drive on windows, as its well supported on linux ... not quite on windows
A quick remark on disk drill: Keep in mind that doing any DYI recovery with software is decreasing your chances of doing any professional recovery
