Windows security not opening

Hello,
I'm having a problem with windows security for months. If I open Windows security I have either a black screen or pop up saying "your it administrator has limited access...". My account is an administrator
Here's what I tried :
-Check for Windows Updates
-restart windows
-reset windows security
-install
-sfc /scannow
-Download security health setup
I have no third-party antivirus
