I was watching a video on how to fix this issue and it seems that there is no file completely inside the folder and i do not know if i have to drag this in to fix it

cause currently i do not know what is causing this windows defender turning off thing

i already reset my computer using a flash drive and it changed completely nothing

after the reset it worked fine for like 1-2 weeks? and after another random windows update it just stopped working

this is not caused by a virus 100%

also after i did these things in the cmd prompt it is showing it but thats the description
