#Why Xbox App downloading so slow?

I'm using a wired connection with a 1 Gbps speed, and nothing else is downloading except this. Why is it so slow? For example, when downloading on Steam, my peak speed is 101-109 MB/s.

Server limitations, maybe it's unpacking and downloading at the same time
