if you haven't been able to unlock your account through that resource, you can contact microsoft support but generally accounts don't get unblocked following TOS violations

I'm afraid it won't be unlocked for a while as it can be a lengthy process, not to mention there's no guarantee.

There are 2 ways you can contact Microsoft support:

Through the hacked guide as linked above
Alternatively you can contact live chat here
https://support.xbox.com/en-GB/contact-us > Virtual Agent > Type in "talk to a human" > Select password/recovery issues

And you should use the AccountReinstatement/Compliancelock form

They do, it's more a question of "is the account really compromised or is the provided info valid" or "has bad things taken place"
