you should at least grab a copy of your WiFi or Ethernet driver. a lot of the time people are missing that one after a clean install—and you'll need a second PC to acquire it after reinstalling in the case that you do need it.

usually Windows Update is good at getting the other drivers. i personally would grab your WiFi/Ethernet driver, clean install, let Windows Update run its course (keep checking for updates until there are none left), then take a look at Device Manager for anything with a WindowsWarning or anything under the "Unknown devices" category.

yup! you can throw it right onto the same USB that Windows is on, too, as long as you put Windows on it first. then after you clean install, you can open up File Explorer, go to the USB, and install the driver from there

they didn't completely remove local accounts! they did make it harder to make one when you're setting up Windows—but it's still possible!

after you reinstall Windows and you get into setup, hold shift and press F10. at the Command Prompt, enter oobe\bypassnro and press enter. your computer will restart and put you back into setup—and then once you get to the part about connecting to a network, click "I don't have internet" and then "Continue with limited setup," and it will let you make a local account
