try to boot from an recovery drive or an usb installation media and try to do an full reset of windows
When I try that I says this
istall the windows iso on an usb drive, if it has files in it try to make an copy of the files
So I would need a drive that I can plug in?

Man nothing is working , I'm trying to clear the write protections with diskpart in cmd and that's not working

This is all happening because I was tryna get an editing software and when it installed Visual C++ 2013 it said something else was being installed even after a clean boot and restart so I started ending tasks in task manager now I'm where I'm at right now
