after the 7 restarts

and try to enter the BIOS

If it works if you plug the cable into the upper iGPU port, then your PC is good, but the GPU is having issues.

I know the gpu is a 3070
It says tuff gaming on the gpu
everyone did, at least an invoice stating HP Victus XXX (or similar) or a long list of components

Okay, just nothing, no access to BIOS either. Which leaves us with two common reasons:
- PSU (yes, they can work halfway)
- GPU trouble (if you can, try a cheap one)
If possible, you can also try moving the GPU to the second PCIe slot:
Yeah, since you can't even get into the BIOS. The GPU or the PSU are the nearby suspects.
installing windows 10 can't break your GPU even if you do it "wrong"
maybe if you take it to a repair shop they can tell you what parts need replaced
