i don't know how to turn on quiet boot
so i don't think i can help you on that front
ok, 3 options, and for the first 2, you will have to know how to flash a USB:
- On the weekend, hook up your neighbour when he's awake (like 1pm or something)
- Try to find that laptop, get a windows 10 ISO, get the drivers for your boot managered laptop and set it up from there
- Get an input device of any kind, connect it and work with your pc through that (simplest)
