This is so easy, I can't believe I have to make a thread to figure it out LOL
I have an external monitor connected to my laptop (with HDMI). When my laptop is closed, my monitor looks like Picture 1. When my laptop is open, my monitor looks like Picture 2.
How can I change it so my monitor looks like Picture 2 whenever my laptop is closed?

This is what's happening:
You have the display from your laptop mirrored onto the TV, so while the laptop is open, the TV matches the configuration of your laptop display. When you close the laptop, the laptop display turns off and the display is handed off to the TV that has it's own configuration.
Resolve the issue:
Right click on the desktop > open display settings > change from mirrored display to extended >then select the second screen (illustration) and increase the scaling to your liking. Changing back to mirrored will afaik preserve the new configuration.
