Check if you have any mouse software installed, such as ASUS Armoury Crate, Logitech Gaming Software, Razer Synapse, etc. These programs may have their own settings for pointer acceleration or sensitivity and may override the Windows settings. Try to disable or uninstall these programs, or adjust their settings to match your preference.
Check if you have any registry entries that affect the enhance pointer precision option. You can use the Registry Editor to find and delete these entries, but be careful not to modify anything else. The registry entries that control the enhance pointer precision option are located in HKEY_CURRENT_USER\Control Panel\Mouse. The values you need to look for are MouseSpeed, MouseThreshold1, and MouseThreshold2. If these values are not set to 0, you can delete or change them to 0.
Check if you have any group policies that affect the enhance pointer precision option. You can use the Local Group Policy Editor to find and disable these policies, but this may not be available on some editions of Windows. The policies controlling the enhance pointer precision option are in Computer Configuration\Administrative Templates\Windows Components\Mouse. The policies you need to look for are Turn on Mouse Keys acceleration, Turn off pointer precision, and Specify the pointer speed and acceleration level. If these policies are not set to Not Configured, you can change them to Not Configured or Disabled.

Well, I found the culprit of all this, and it was Corsair iCue. The thing is the only Corsair products I own are my fans and an AIO cooler, so I have no idea why would it affect my mouse speed.
