seems like the drive you're trying to shrink from is too small. if you really need to shrink from it then using external parition managers such as gparted will likely work HOWEVER be advised that it can fail and corrupt the system and may require a reinstall afterwards.

You cannot shrink more than you have free. especially since it appears most of it is taken by windows partitions.

delete unneeded data etc. even then windows manager will still not allow you due to the drive being too small and it being a windows drive. if you need more space i'd recommend installing a second SSD or HDD

I don't know what country you are in, so I can't really say, recommend you look yourself
in the UK you can get a 1TB nvme ssd for like £50
