This is a File Explorer issue that may occur if you have desktop hacks installed, but it can occur even without such software installed (I know one person who disagree). This happened to me even with 23H2 (but less frequent compared to older Windows 11 release).

So, just let it be. It doesn't affect anything else except esthetic/annoyance.

as you can see, the most updated Windows 11 wouldn't have option to enable File Explore menu bar.

that's the menu bar. your context is just different because you were in Library view, not a regular folder view

there's no show menu bar in File Explorer option any more.
you can either use a file explorer hack or registry edit, which I will not suggest to do.

Whether or not it’s there, does not negate the fact that the bar got there somehow. I didn’t use a file explorer hack or registry edit, so that’s why i made this original post. If you don’t know how that’s fine.
