Um, you did a great mistake

#

The icon folder only consists windows application icon.

#

You can see that in every other application's folder there are icons and the icons of system apps (I assume you are saying that windows apps) are stored in C drive. So if you delete the folder, the logo of those applications will be removed.

I think you should reset the pc.

did you try sfc and dism stuff?
