the only temporary fix i can do is remove the display cable, put it back and never open screen settings again (if i do it becomes dim again)

First, find your video card drivers before proceeding to the next step.

Then Try uninstalling your GPU drivers with DDU: https://www.guru3d.com/download/display-driver-uninstaller-download/

MAKE SURE TO BOOT INTO SAFE MODE!!! not Safemode with command prompt, not safe mode with networking.

With DDU open click “Clean and restart”

After reboot install your graphics drivers again

Download Display Driver Uninstaller (DDU) - Remove AMD/NVIDIA/INTEL Graphics Drivers Cleanly - DDU is a driver removal utility that helps you completely uninstall AMD/NVIDIA graphics card drivers and packages from your system, leaving no leftovers behind, including registry keys, folders, files, and driver store.

are you mixing a HDR monitor and a non-HDR monitor?

#

you may need to run everything with HDR disabled if that's the case

#

W11 can't handle HDR only being supported on one screen and not the other

#

not yet anyway
