This is how it's supposed to be. You're never going to have 16 gb of RAM available all the time
RAM is how your computer stores temporary information in the background. For example, if you have 20 tabs open in Chrome, they're stored in RAM to keep them open
So yes, you have 16 gb of RAM at all times, but you only have 10 gb available, because there are programs that are currently utilizing the other 6
You could have 0 gb available and it wouldn't be an issue. It's not like your regular storage.
