Did you just downloaded, or you opened the file too?
If you just downloaded, just delete it and run a full scan with your security solution.

there was a request for administrator rights, I clicked no. there were a few windows but it didn't help

You could do a reset from system Recovery settings, or, create a Windows installer with Media Creation Tool (Microsoft website), and re-install windows

you can use the infected PC to do it but there is an inherent risk to that
i'd personally borrow a friend or family members PC / have them make an installation media for you
@bright orbit maybe a pendrive? this is the only option actually, the computer freezes a lot so even this won't be easy.
The taskbar is not loading and when I press the Windows button the screen turns gray and only the application that was running when I clicked the Windows sign works

Honestly, I think you should be okay as it is.
Since you didn't accepted privilege eleveation, you could create a new user and create the new USB from there.
Worst case scenario, only your user "was infected"

It helps you, install the module or run it directly from Github, it will activate all the security features, then restart, make sure Windows fully up to date, perform a full scan
You could try resetting Windows from Settings > Update & Security > Recovery > Reset this PC
Whatever option you choose, be sure to backup your files before (external HD, Bluetooth, Cloud, whatever)
But ideally, the safer way is to reinstall through an USB stick
