You know how to go to WinRE? There's a lot of ways you can do it, look some up and try one that works for you.

Easiest way: try clicking the restart button while holding down shift

If the services hive opens up, then that means that your OS is working. If the services hive here is missing, then your Windows install may be corrupted, and you may have to reinstall windows

You should see a bunch of folders inside

Now depending on which login method you use, you should see one of these

Look for the "Start" key inside it, double click on it and set the value to 3

Do it for netlogon too

Repeat for all 4 if you see them

#

After you have done this, restart and see if the issue is fixed

You can use a bootable linux USB to salvage the data off it in the meantime, in case it isn't encrypted

Or just plug the drive into another computer

I had the same error, I could not find a solution to the problem for half a year. just stopped using my microsoft online account after reinstalling windows
