Either way, you could try reading the drive on a Linux computer (if you don't have one, booting from a live USB or a live CD also works)
if it isn't readable in there either, drive is 99% dead
You can try, however I don't think WSL passes USB devices through to the Linux system natively (you'd need to follow a guide on how to do so)
It's new? Return it or get it replaced
