Which settings are you trying to change?

Win+r > gpedit.msc and you should be able to check your group policies.

Changing group policies will show the "Some settings are hidden or managed by your organization" even if your computer isn't managed by an organization.

You haven't made some changes in the registry either have you?

Some settings can be deactivated or locked within the registry as well.

managed by organization can also mean there is a group policy or registry key set to apply a configuration system-wide

turning off diagnostics, why? o.O it helps report problems and crashes to msft for future fixing and helps everyone else too

have you used any software or tool that "claimed" to do things like optimize Windows, modify it some way, disable its features etc ?

what u seeing in ur windows isn't the default behavior, a 3rd party software or tool has done it

without knowing what u used its hard to pinpoint the exact program

Okay well, it could he an incomplete installation of windows or whatever

Try reinstalling Windows once again

yeah but this time instead selecting the ISO file have your USB flash drive plugged in and select the "USB flash drive"

this time you wouldn't have to use Rufus and it would automatically make a bootable USB flash drive for you
