Click on that i next to it to find out why. Since it's a Integrated graphics unit, its ratio is tied to the CPU clock. If you need to raise it, raise your CPU clock multiplier.
The max graphics frequency is 1.55GHz anyways. Which show the max ratio is correct. Most likely if it is enabled, you can only tune it down, not increase.
