#Software Issues left and right, rebuilding this pc and I don’t want to run into issues

Context: Built my PC during 2018 with an unexperienced friend, specs: GTX 1080 Asus strix ROG, AMD 2700x, NZXT x63 Kraken 280MM, Asus x470 crosshair vii hero, Corsair Vengeance pro 32 gbs ram, 970 evo plus 1 tb nvme, 970 pro nvme ssd, 4 tb baracuda HD, corsair hx750 platinum

The PC case has been through a lot, so deciding to upgrade my CPU to a 5600x and my case to a lian li 0-11 dyanmic, here is the issues

My current PC can't update windows, always (0x80073701), I have tried everything on this website https://www.makeuseof.com/windows-update-error-0x80073701/ and chkdsk for all of my drives and each drive says that no problems are to be found. I cannot open any microsoft app or microsoft store, my download speeds and browsing on youtube are slower than a snail. Most of my parts for my PC rebuild are going to arrive on the 18th of January and I am not sure what to do, on PC part checker it says I need to have an up to date bios to run the upgraded CPU and I'm really just overwhelmed by the fact that my PC may as well be a rock!

*** Can't reset my PC either, I cannot update, cannot open up any MS apps/ MS store, browsing is slow, used malwayrebites and no viruses/ malwayre, checked chkdsk and all were fine the system said.

excuse me for reading barely any of that but id suggest doing a full clean install

You could try an in-place upgrade, which basically reinstalls Windows without destroying your data.
Simply download the "Media Creation Tool" from the link below and select "Upgrade This PC" once you start it.
