java doesnt need anymore jre, you need the jdk
there install the "adopt-openjdk"
that the exes wont work could be to a high set of security, mybe you blocked installs from the downloads folder in your defender
move the file into whatever folder and then double click it

its the only solution that will provide a 100% fix
mybe there is another fix for that but why wasting days of trying when you can just make a new instlal
