that looks like hardware problem, compact msi or local repair shops if you can

AkiraSip you can take the drive out of the laptop, plug it into an adaptor (to USB) with a power supply, do full erase, and reinstall windows on it by putting it back to the laptop

If that still doesn't work and never enters the BIOS, then unfortunately it is hardware and you will need tools that costs more than 100 dollars to fix to just be able to DIY fix
