Goto the manufacturer's website, find the motherboard you want, check the compatibility list. Hint: Physical compatibility doesn't mean firmware compatibility though.
You can’t upgrade laptop cpus if it’s soldered
You would have to replace the whole system board with a board that has a better soldered cpu (very unlikely depending on this laptop model) or just buy a new laptop
The Dell latitude 3310 has a i3, and a i5 model
Seems like those run for about $300-$500 on eBay
not really worth it if you ask me tbh
Does that mean I could desolder the i3 and solder in the i5
Because the laptop model has that cpu

There’s a lot of differences between those 2 system boards beyond the cpu
layout, firmware, specification, low level configuration and turning, etc.
If you unsoldered soldered cpu, you should say goodbye to your system. 😅 Even Dell will replace your whole motherboard if you want an upgrade for your cpu.
if you were capable of doing this you would not be asking for help here
long story short: more or less 100% of people are not able to replace laptop CPUs
