Desktop crash on trying to create new file

I've noticed that when i right click on the desktop and select "New" my entire desktop freezes and everything disappears for a moment and then reappears

I am currently running "sfc /scannow" command in powershell to verify integrity

uninstall notepad

then open task manager => right click on explorer => restart process

install notepad back again ( from microsoft store not any other fancy wannabe source )

type in notepad in windows search, right click , uninstall

you need to open an explorer to findi t in task manager

I click remove, and then a window opens that says uninstall windows functions

i select notepad, but when i search for it again it's still there

also i can't seem to find the original notepad app in store

keep that windows feature window open, restart explorer

enable it back again

i just tried restarting

that blinking is caused by a process crash of your explorer

so you got to find why it crashes

Alt tab and the windows button doesn't seem to work any more

open start menu => "reset and keep files"

looks to me like a damaged windows..
