We thought of this a while ago. When I created the species roles, the rule was that they have to be commonplace and nonhostile.

Collectors are indoctrinated and mindless
Protheans and Jardaan are special races
I initially had Kett in the leadup to MEA, but removed it because they are always hostile.

I suppose a simpler way to look at it is if you could get away with making a character in an ME RP without angering your GM.

Yeah unfortunately these species are too rare and special to justify making them.
