I think it's also true for Earth

It's an old thing due to the atmosphere model that's being used at the moment

In the future there will be a rework of lighting system that might fix that

It's not a bug but more of a limitation of the current lighting system. Btw, nightglow is an actual thing on planets with atmospheres.
